Take a street, any regular street. Paved, straight, a residential area, houses on one side, field on the other, flanked by sidewalks and telephone poles, framed by painted lines on the pavement. Random drivers going by on this street see straight road and nothing of note so they hit the gas. The neighbors don’t care for the cowboy drivers as the speeding cars can be a hazard to children, bicyclists and oblivious adults who wander aimlessly into the street while texting. The noise is objectionable too.
